SMS/Text

Has anyone had troubles with SMS/Text MFA not working when the Security Settings are toggled on to SMS/Text and Client Management has a mobile number present but the code is still defaulting to client's email address? I cannot seem to figure out how to make this work and get the code to their mobile device vs. email address.
