Draft Returns - Confirm, Recall or Undo

Why is the Draft Return toggle at the bottom of every section right next to the back button?  I accidentally turned on the toggle for Draft return and didn't realize until the return was delivered.  There was no "recall" option and I was forced to delete and start over.  There needs to be a confirmation pop up when that toggle is turned on and it should only be in one place!
