Ability to upload new estimates for paper filed items

The upload estimates feature to upload revised estimates only works for items SS recognizes such as federal and state estimates.  In Ohio, we have many have many city returns and estimates that are treated as paper filed items in SSR.  If we are also revising estimates for a city, then we don't have the ability to upload the revised estimates in SSR with the other revised estimates and have to send the revised estimates thru Secure File Transfer.  So now they are not all in the same place.  The ability to upload revised estimates for paper filed items would be beneficial for those of us dealing with a lot of paper filed returns like in Ohio.  The clients don't understand there is a difference in the system and don't understand why they can't have it all in one place like it was originally delivered.
