SSR Voucher Reminders - let us choose who should receive reminders

Please let us designate who should receive the Voucher reminders: Taxpayer, Spouse, or Both. Defaulting to the Taxpayer when the client prefers all communication to go to the Spouse is not helpful and causes significant frustration.
