Gather - UT Organizers - Lite-1 Page

For the Gather module, with UltraTax Organizers, the Lite-1 page is required to have the Gather work/process correctly. But I just tested with an organizer to myself and Gather does not allow the client to edit the Lite-1 organizer page (for example, with change address, or add a dependent, new email, etc). Is this by design? That doesn't seem to make much sense to me.
